1)Maybe you should add a generic culture bonus ? Than cultures that you still did not complete or have been added to the game by another mod, would still have the generic bonus, instead of nothing.
2)Also it seems like you removed the regular estates like the nobility ? I mean the idea of nationalistic culture estates is very good, but a country would also have other factions that could rebell against the ruler, like noble families which in many cases may be the rulers of a province(Especially in the early game, where most countries are feudal kingdoms). In certain mods like MEIOU and Taxes more than one estate can be present in a province. Maybe do something like that ? Where the province is ruled by a noble family or governor(That can rebel or join a rebellion) and also have a population of a certain culture that could join a culture rebellion. It would add a lot of realism to the game.
Especially if you make it that the different factions present in a province might have conflicting interests(For example if a noble family or governor belongs to a different culture than the province, the culture estate would get angry. But on the other hand if the governor belongs to your culture or an accepted culture he would be more loyal to the country and less likely to rebel. Hence you might need to decide between putting governors of your culture or of others.
3)I think that Captain is right , aside of culture groups, noble families and governors, there are other possible factions that shoud be represented as estates such as religius groups(Muslim, Cristian, Shinto etc), tribes(In tribal regions) Or maybe even things such as colonists vs natives in the new world(Since bassically your newly colonised province should have both local people and colonits, each with different intentions for how the land should mannage and who owes what).
