Hey there, having a bit of an issue. After a lot of trial and error for how I wanted to rule Tamriel, I decided on maneuvering a tributary into creating each of the provinces, vassalizing them, and then feeding them the rest of the province, That worked great for Hammerfall, Elsweyr, and Summerset. Skyrim, High Rock, and the Reach all formed on their own. Still working on Argonia.

The problem is Morrowind. I arranged for a vassel there (Pudashara) to have all 5 needed provinces, plus their capital, which was in Morrowind. They had House Dunmer culture, and the Tribunal religion. And they just... didn't form Morrowind.

Any guesses as to how this went wrong, so I can try to maneuver someone else into forming it?
