Precursor Celestial Forger , how it work?
I think sometimes some tech should at least explain how they work.. for example the Precursor Celestial Forger... it's says it can "repair" or "create" planets... yet there is no "firing" button as a colossi has... as well, we can't fracutre worlds within our borders with our fleets.

It does have description. You've just missed it. In order to use it, move it to the location where you want your future planet to be, and then use a new decision available on the system's planet or star.

use a planetary decision ´, on any inhabitated planet in teh system to activate it, the emesays can transfrom, terafrom, delete and colonize planets
