Where is the planetary decision for delta upgrades?
I have unlocked a few buildings that requires a Dark Nexus or something like that. That requires a planetary decision but when I click in the decision tab, there are still only things like generic 'cease drone production'. What is going on here?

There is a decision to improve your planets and allow the delta buildings to be placed, but I think the decision to "upgrade" your planets is a different tech, and you can get the building techs before getting it

Not sure if y'all found the answer. But I found a potential answer that I'm going to test and comment about here for other people that are looking.

The decision on your planet is called "superior designs" This isn't obvious because if you hover over it, it doesn't tell you what it does and it does not match the name given by the buildings.
