This list should eventually include every nations that this mod adds or edits. This was made due Steam blocking the last spreadsheet for some reason.

These are only the requirements to see the decision for a specific country. If you meet these conditions and are still unable to see it, check if you are an endgame tag or are using other mods that might add or change existing nations. Certain nations such as the Papal States or Latin Empire are blocked from forming most of the new countries.

Antioch: Own the province of Antioch (id2313) and belong to one of the following culture groups: French, Latin, Germanic, Iberian or British.
Aquitaine: Belong to the Gascon culture group.
Baltica: Primary culture of Estonian or Latvian.
Belarus: Primary culture of Byelorussian.
Belgium: Primary culture of Flemish, Wallonian or Dutch. Dutch countries require the province of Brussels (id92).
Benelux: Primary culture of Flemish, Wallonian or Dutch.
Carthage: Own the province of Tunis (id341).
Caucasus: Belong to the Caucasian culture group.
Czechoslovakia: Play as Nitra or Slovakia, or have the primary culture of Slovak or Czech.
Dacia: Primary culture of Romanian or Transylvanian.
East Prussia: Primary culture of Prussian.
Emilia-Romagna: Primary culture of Romagnan.
Empire of Egypt: Primary culture of Egyptian.
Empire of Palmyrra: Primary culture of Syrian.
European Union: Capital located on the Europe continent.
Euskal-Herria: Primary culture of Basque.
Finland: Primary culture of Finnish
Franco-Iberia: Play as France, Iberian, Spain or Castille.
Frankish Empire: Belong to the French, Latin or Germanic culture group.
Frisia: Primary culture of Frisian.
Gothia: Primary culture of Gothic and have the Orthodox religion.
Great Moravia: Play as Moravia.
Greenland: Own the Greenland area and less than 15 provinces.
Hesse-Nassau: Play as Nassau, Hesse, Frankfurt or have the primary culture of Rhenish.
Iberia: Belong to the Iberian culture group.
Illyria: Belong to the South Slavic culture group.
Intermarium: Play as Poland, Lithuania, Hungary, Moldova, Commonwealth or Mazovia.
Iran: Belong to the Iranian culture group.
Jagiellonian Empire: Have the "Jagiellon" dynasty.
Lapland: Primary culture of Sapmi.
Lombardy: Primary culture of Lombard.
Macedonia: Primary culture of Greek.
Madagascar: Primary culture of Malagasy.
Mercia: Primary culture of English.
Nicaea: Primary culture of Greek.
North German Confederacy: Play as Prussia.
North Italian Confederacy: Primary culture of Venetian, Sardinian, Lombard, Ligurian, Piedmontese, Tuscan or Romagnan.
North Sea Empire: Primary culture of Norwegian or Danish.
Pakistan: Primary culture of Baluchi or Sindhi.
Palestine: Primary culture of Syrian and Sunni religion.
Rhineland: Primary culture of Rhenish.
Roman Republic: Primary culture of Umbrian.
Sassanids: Belong to the Iranian culture group.
Slovakia: Play as Nitra or primary culture of Slovak.
Sparta: Primary culture of Greek.
United Kingdom: Play as Great Britain.
Wallonia: Primary culture of Walloon and own any province in the Wallonia area.
Western Rome: Own the province of Rome (id118) and belong to the Christian or Pagan religion group.
Yugoslavia: Primary culture of Serbian or Croatian.
Åland: Own the province of Åland (id1930) and belong to the Scandinavian culture group.

These countries are currently not available to be formed. This might be because the dev team is not happy with their current state or they cause problems ingame.
