@Comrade Hirocheeto Yea they probably should be enabled back. Me and my friends usually played with those nations disabled which is why it didn't see that much "play testing". I had a plan at one point to limit the formation of Soviet Union to Revolutionary Russia but maybe I could do different requirements for the AI and for players. Tldr. They will be brought back when I work on this mod again, currently sucked into the Baldur's Gate 3 wormhole.
Requirements
Owns and has cored: Milan, Venice, Genoa, Florence, Monferrat, and Mantua
Primary culture is Lombard, Venetian, Ligurnian, Romagnol, Piedmontese, Sardinian, or Tuscan
When formed: Gains core and permanent claims on all provinces in the states of Veneto, Emilia-Romagna, Po Valley, Lombardy, Ligurnia, Piedmont, Tuscany, and Western Mediterranean Islands.
Ideas:
North Italian Traditions: +15% institution spread, +15% trade efficiency
Birthplace of the Renaissance: -10% tech and idea cost
World Ports: +1 yearly naval tradition, +25% naval force limit
Cultural center of Europe: +1 yearly prestige, +1 diplomatic reputation
Unification of Italy: +15% land morale, -10% aggressive expansion
Famous Saints: +2 Papal Influence/Church Power/etc, +2% missionary strength
Reclaim the Pontine Marshes: -15% dev cost
Italian naval tradition: -15% ship maintenance, +20% max sailors modifier
Northern Italian Ambition: 10% global trade power
In addition, Common Universalis used form EU as an end-game achievement. It required player using a revolutionary state and spread revolution to every european nations. The form EU decision can integrate all revolution states.
Creating EU system is one of most challenge modification in my point of view.
