Так было задумано, тот кто изучил технологию и пользуется ресурсами. Но выглядит не очень хорошо, так что в дальнейшем будет изменено - здания остаются, но получают дебафф до изучения технологии

Fixed. The error does not affect the performance. The fix will appear in the next patch.

I had some game breaking bugs so i was sifting through the error.log trying to figure i t out and thought id share what else i found.

I succesfully researched: Porting the System, for the lvl 4 upgrade, Communication Configurator, which should seem to enable or be reliant on the APSR3104_triggered_effect; however, it doesn't give the option to upgrade the building from level 3 to 4

It seems that we forgot one line in the description, that building a level 4 building is possible only if this planet is the capital of the empire.
