No, all the controls except one in the admin room are duplicates for ease of access. The rest are not required at all. Only the button to spawn the ISD fleet is exclusive to the secret admin room.

And I assume you mean the hatch all the way to the front of the ship. That's the VIP hangar and moonpool. The controls for it, like the doors for the other two hangars are all in the same place. In the traffic control room above the large hangar.
