Are they a fair distance away? If so RS2 has a rendering bug that makes players at a distance "shift" in and out of rendering.
i noticed this the other night as well. They were ~50-80m away. It was apparent to the north of the crash site, across the river, and on the west of the footbridge aiming east (as NVA). players on the other side of the footbridge would pop in/out making figuring out where you're being shot from very difficult. It also happened to the north of C, aiming towards the main pathway into C.
