Couldn't find any colonist to start the party
This is fixed, you no longer need to assign an Anytime block to start parties.

Edit: I'm going to try things out and see if I can bypass the checks when I get time.

If you are getting "Unable to find any available colonist to start the party" notification, it means there's currently no free colonist around in the map.

In the Restrict tab, at least one colonist needs to have an Anything time block assigned at the time the party happens.

Here's the time table:
All Day: 8 o'clock
Morning: 8
Noon: 11
Afternoon: 14
Evening: 17
Night: 20
