I believe? there are some already in. I will have to look into whether any include Black Beard. If not I can see about it, no promises tho.
Could you make this mod compatible with Ideas Extended? I'd love to see all the policies that could be made with the Liberte Ideas.

Depends on the amount of work that would have to be put into it (Im not familar with ideas extended) but potentially yes.

what about changing the bonus you get from moving your capital to jamaica? right now it gives you 6 base tax but that is from before base tax was split into 3 what about 2 manpower, productin, and tax?

Instead of estates, Haven should have a faction system: One could be 'Legitimists'-who want Haven to turn into a 'normal' government and collaborate w/the Europeans, the second could be 'Traditionalists'-they want to keep the pirate ways and like the natives, and the third could be 'Expansionists'-they also want to keep the Pirate ways, but believe the only way of doing so is expanding into native lands, so Haven has enough power to stand against the Europeans (basically, we need to genocide the natives to protect paradise).

I love this idea. I might actually implement some of it if I stop being lazy. Thanks so much for the idea though!
