Resources and Tanks
When I build infrastructure, I do not see any increase in resources in the province when
playing blackice. I do see increase in resources when playing without any mods though. Is it supposed to be that way?
Also, I am having a really hard problem building tanks because game says I don't have all the components such as turret, armour, etc. Game lists the components need to build tank but does not say which one is missing. I researched all the techs I can find, but still can't build tanks. For example, as Germany I can't build model II, model III, or model IV tanks. I have the chasis
so what else do you need to do?

Are you playing with NSB? With NSB, the non-obvious ones to miss are on the top-right. Two boxes for standard construction and ergonomics. Otherwise, show a screenshot of the problem.

Used to be that some resources increased (e.g. coal) and others didn't (e.g. assembly plants). Which specific resource is the problem? And the increase is quite small (5% per point?).

I don't know what NSB is. You mentioned the top right but I don't know what menu that refers to.
When I am trying to produce a Panzer II, III, or IV I cannot click on it to start production.

I tried to increase bauxite, iron, or steel production by increasing infrastructure. For example, there was 112 steel in Moseland at infrastructure 8 and at level 10 there was also 112 steel. In Ruhr or rhineland area there was about 420 iron at infrastructure 8 and the same amount at level 10.

Without NSBs you cant design your own tanks, you need to use historical designs - they are unlocked via the Production tab, on the header next to the close button

Steel comes from steel mills and to improve their production you need research.

I'm surprised iron production wasn't increased by increasing infrastructure,
