Is there a way to force-unlock a especialization?
I am having a lot of trouble to get the Titan especialization from the Soldier class and I was wondering if there is an command to get it.

You have to spawn in a certain amount of 'spectype', an item that determines what spec you are. I believe Titan is 4 for Soldier, so you would spawn 4 in as a non-spec Soldier.

Is there a file somewhere that lists an index mapped to specializations?

It's just the order of Specs for said Class. When you open the Mysterious Book and head to the Spec Tab, the first Spec listed is 1, and then just add 1 for each following Spec going right. There are only 9 in total, and it wraps back around.
