Anarcho-Syndicalism?
It says in the full description that you can get a syndicalist civic but I cannot find it

Right, sorry. In order to get "Anarcho-Syndicalism" you have to get a combo

Direct Democracy
Fanatic Cooperative
Socialistic Ideals

It didn't work correctly, but now it does.
