Celestial Empire
Any way to get this to show up? I think I've tried damn near every possible combination of traits/civics/etc...but the closest I seem to get is Divine Empire.

To be a Celestial Empire it must have Imperial Authority + Inward Perfection civic. As for ethos: pacifist and xenophobic

Not sure what's the problem, according to vanilla file in order to be Celestial Empire you got to have imperial authority and Spiritualist ethos.

First thing I tried, but nope.

Just gives me Divine Empire, which while cool isn't exactly the Space!Ming/Qing I wanted.
