Have you tested the mod in isolation from every other mod?

I have the same problem and I know why. Do you use traits and ethics + mods. It set your government points back to 4 and you need 5 in Ethics and Civics to unlock gestalt consciousness. I tried to find a compatibility patch but was unsuccessful thus far.
