Welfare State Not Working
Hey just started up a new game using this wonderful mod, however I have hit a snag, I am using welfare state, This is meant to give my farming/generator/mining districts +1 job and +1 housing, but is not doing so.
Does anyone know any way to fix this or a workaound?

While I don't have a response- Have you checked the usual suspects?

Disabled all other mods and checked again?
Ensured your civs/ethics are all compatible and permitted said feature?

Alas this is part of a set of mods i have active, However none should interfere, given they are more based around ships ect. This is the only civics type mod i have. Also i have made sure i am compatible, my empire is cooperative meaning it can use this Civic.

I'd just like to add that I also have this problem and have actually tried running just this mod on it's own. From the way Walfare State (and Socialist Ideals, which also has the same problem for me) are worded it looks to me like 'Labour Unions' is a policy? if that's the case then it doesn't appear in the policy list for me.
I had the same issue as you, and the solution is to absolutely sure that this mod is the last on your load order.

I think that Labor Unions is another Civic that got removed. So the second part of the effect can't be fulfilled. Possibly a bug?

It's not the only civic not working. Evolutionary architects works in the setup menu, you get the tech at the start, but you don't spawn with 12 pops of a second species, which is odd. (You get the regular setup instead)
I tried the change in loading order and the merger of rules-mod, but the symbiotic species does not spawn regardless.
