Hive mind/Machine Consciousness and Personal Weapons/Freedoms w/ United Nations of Earth and Pacifists overpowered
I really like your mod and all your work is very great and awesome :)

I would like to know if you are planning to overhaul biological Hive Minds and Machine Consciousness at all. Right now for your current build, they are very much underpowered compared to all the normal empire civics. Also, if you don't feel like overhauling Hive Minds/Gestalt Conciousness, maybe you could request for people who like your mod to provide a balanced add-on mod to your Ethics and Government rebuild for them so that they remain balanced? I'd like to play as a Hive Mind or Machine empire but going head to head with all the bonuses the regular ethos/civics have is daunting.

I also have suggestions for "Personal Weapons". I think it is very weird to have the United Nations of Earth stock empire have personal weapons set to "Allowed". I am speaking as an American, and here lots of people who are on the right/conservative side in our political system are very much against the United Nations (in real life) precisely because they are enviornmentalist, multiculturalist, and socialist. But also they say the United Nations goal is to disarm all Americans and the whole world of their guns and the liberal/leftist media here in the United States keep harping on the need for gun control (especially with all these shootings happening lately) and eventually complete confiscation of firearms in America. Does the United Nations promote "Freedom" and "Liberty"? Yes they do, but only to a point, and the real life United Nations wants to curtail certain freedom while still looking like they promote freedom in certain circumstances (like some freedom of speech but some speech is considered unacceptable).

It would take a book to write about all that stuff. Long story short, I think in game I think it'd be good if the real life United Nations took over the Earth, they'd be very much anti-gun, and would totally be against any form of gun ownership. That means "Personal weapons" would always be set to "Prohibited". I would like if possible a civic that expouses "Freedom" and "Liberty" to all but curtails others in the name of promoting safety much like liberals and leftists in the United States do. They are the "Social Justice Warriors" (SJW) that I hear about a lot, who want equality among races and genders, promote envionmentalism, socialism, multiculturalism and disarmament of the civilian population in order to ensure public safety from crime and terrorism.

My suggestion civic for a United Nations type world government. It espouses liberty, but limited in some sense. The real life United Nations is not-Libertarian at all, it calls for more control over people's certain freedoms in the name of public safety. It can be a non-Personal weapons allowed "Spirit of Freedom" type civic. Not sure what to name it but here is a suggestion:
+5% happiness
+10% ethics shift chance
-15% empire influence gain
+Egalitarian ethics attraction (for being Social Justice Warriors)
no change to unrest
Personal weapons must always be set to Prohibited
Cannot be used with any civic or ethos that forces personal weapons to "Allowed" or "Limited"
Cannot be used with Fanatic Libertarian ethos

I suggest the stock United Nations of Earth empire be (to reflect the real life UN):
Ethos: Collectivist, Egalitarian, Ecologist, Xenophile, Libertarian (only basic, not Fanatic).

Another suggestion is maybe Pacifist ethos be debuffed quite a bit. Pop resource production being +10% for basic and +15% for Fanatic makes Pacifist way too powerful. Even if they cannot declare war for cede planet, they would still be too much ahead of everyone else. If they are in a Federation, they can join offensive wars too if one of their members brings them into a war. Pop resource productions affects everything a pop does, including all research, minerals, food, and energy. They can pretty much out tech anyone and be far ahead Materialists (+7% research speed) and Fanatic Materialist (+10%) Ethos in research so Pacifists ships will be the most powerful. Not to mention +15% minerals (Fanatic Pacifist) to outbuild any other empire in numbers of ships, with the most techological advancement. No need to have Enormous Military spending as a Pacifist, when their energy from Pacifism +10% or +15% cancels out the High Military spending policy energy reduction. Even Fanatic Militarists may have immense trouble fighting Pacifist or Fanatic Pacifists due to being out teched and less minerals meaning less ships. Pacifists can out do everyone pretty much. On top of that is a big Unity bonus, to get more traditions.

Maybe Pacifist ethos should give +5% Pop Resource Production for non-fanatic and +8% for Fanatic version. Having a Unity bonus and more core systems totally still makes Pacifist a worthwhile ethos. It doesn't need such game breakingly huge pop bonuses that would make Pacifist empires too hard to take down.

Other suggestions:

-Can you make Timocracy only needs Elitist ethos and not Fanatic Elitist ethos please? I want to make a United States of America type of empire which is like the Confederate South, that is militarist, individualist, industrialist, xenophobe and elitist.

-Can Imperial cult be just -7% or less research speed and Edict cost reduction to -25%? Seems slightly under powered and has too great a debuff when it can be made better.

-Can Xenophobe ethos, the basic non-Fanatic version, have from a +5% to +10% Border Range extension?

-Can Ecologist ethos, the basic non-Fanatic version, give -5% consumer goods cost?

-Fanatic Egalitarian ethos have leader experience gain lessened to -20%?

-Return of Slaver Guilds civic for authoritarians? Or did the new Noble Aristocracy civic replace it?

But overall I hope you don't feel overwhelmed by this. You are doing a great job for Stellaris community and thank you very much for your mods. They made my and lots of other people's experiences much better :)

Thanks for your deep input!

I'm definetely not making any special civics for Prescripted governments. I didn't intent to touch them at all, but i just had to adapt them to my set of ethics and civics. For UN of Earth I changed Fanatic Libertarian ethos for basic Libertarian - this means by default Guns will not be available (but it still can be set).

And I satisfied at least some of your other suggestions.

See, my set of Civics is not random, it's subject to a tight system, connecting them with the existing traditions. It's all in the description on the front page right now. So I can't just add or delete anything spontaneously, everything hass been thought through pretty carefully.
