Craft it at the Agricultural Station (same ingredients as the regular grappling hook).

Now... let's polish it up by making it look like the Ocarina Of Time Hookshot.
For reference: The OOT Hookshot is made almost entirely out of steel, which is probably why it looks so dang shiny.
