"hide behind armed enemies" Can you at least separate this feature or remove it? They hide in front of enemies with weapons so I can't shoot and die before my guys can take cover somewhere. When those enemies are dead, and if we are not pointblank with the civies, they just run off as if pointing guns in their faces has no value. But they were standing still a second ago when the enemies were alive.
They still try to run even if u have punched them once and in the process of arresting them. So you need to have one more guy closeby and punch them again. Sounds real but it is not IMO, but it all comes down to what your ROE is I suppose. Shoot if they resist, would be included in my SOP.
Easy fix: simply rename the xml files in your mod.
humans_otherguys.xml -> humans_otherguys_handsup.xml
human_params.xml -> human_params_handsup.xml
This way it will override the stuff you have in there, but retain everything else frrom the original game files.

I have been going between downloading "kill civi" mode or not because how STUPID they move in the game.
THEY JUST RUN AROUND LIKE WILD ANIMALS. OPENING DOORS WHICH I AM LITERALLY STACKED UP TO COVER BEFORE OTHER ENTRY AREAS.

How illogical. They should take cover near or behind objects not other humans who literally have guns. Do civies now support the terrorists in the mod?
HVTs will now haul ass to escape zone more aggressively and killing civilians is no longer penalized
