Description
Ever wish you could play this game more like a SWAT team? Or do you somehow feel the need to make the civilians hate you even more? Look no further!

This mod turns every civilian into an arrestable suspect. They copy most of their behaviour from the unarmed HVTs, so they will run away if you don't hold them up.

With the way it currently works, you do not need to arrest all suspects in order to complete the mission. However, them running around and getting hit by bullets will result in an instant mission fail if you are playing abduction missions, so keep them under control! Scared civilians will eventually hide behind armed enemies if you let them go, which increases the chance of them getting shot.

Small tip: right click an arrested civvie and order them to stop if you want them to stay there.

Planned features:
- Get rid of the voicelines when a unit spots a civilian
- Make multiple rules of engagement, like instant mission fail
- Make some suspects grab weapons of fallen enemies if they have the chance (this one already works, but I have trouble randomising it)

This mod does not work with mods that create their own civilians, but if you really want me to convert your favourite modded civlians into arrestable ones, let me know!

Alright this is getting kinda annoying.
"hide behind armed enemies" Can you at least separate this feature or remove it? They hide in front of enemies with weapons so I can't shoot and die before my guys can take cover somewhere. When those enemies are dead, and if we are not pointblank with the civies, they just run off as if pointing guns in their faces has no value. But they were standing still a second ago when the enemies were alive.



They still try to run even if u have punched them once and in the process of arresting them. So you need to have one more guy closeby and punch them again. Sounds real but it is not IMO, but it all comes down to what your ROE is I suppose. Shoot if they resist, would be included in my SOP.

Oh damn, never really noticed that door anim thing. And rake himself even came in to fix it. Thx for helping guys, I uploaded the mod!

Found the problem and fixed it locally for myself: you're using the original filenames, but they only contain your changes and nothing else. So the rest of the content is missing, leading to missing animations.

Easy fix: simply rename the xml files in your mod.
humans_otherguys.xml -> humans_otherguys_handsup.xml
human_params.xml -> human_params_handsup.xml

This way it will override the stuff you have in there, but retain everything else frrom the original game files.

Can confirm this messes with the animations. Gonna wait until that's fixed. Amazing mod though, really have been waiting for this!

Alright got a question. Any idea why opening/kicking door animations have vanished? It is related to this mod because without it, the animations are there. It is not a big problem, but weird to see doors opening upon click with no animations in between.

thanks for the mod!! However with your mod on I encounter that my troops are lightning fast at opening doors. Idk if its happening together with one of the many other mods I use or what.

I have been going between downloading "kill civi" mode or not because how STUPID they move in the game.
THEY JUST RUN AROUND LIKE WILD ANIMALS. OPENING DOORS WHICH I AM LITERALLY STACKED UP TO COVER BEFORE OTHER ENTRY AREAS.

How illogical. They should take cover near or behind objects not other humans who literally have guns. Do civies now support the terrorists in the mod?

HVTs will now haul ass to escape zone more aggressively and killing civilians is no longer penalized
