No missing parts on racers, rolling chassis at dealer and other changes.
(This item affects default cars only)

- disallow cars generating without mirrors
- disallow cars generating without hood and bodykit
- allow Ninja and Teg to generate without wing
- optional changes to be enabled by corresponding mods:
*Axis RWD
*Nitro Opponents
*Only Rolling Chassis Buyable
*Muffler Support - unbans mufflers without cheat code
- other options (0->off, 1->on):
*1 allow generating as rolling chassis at dealer
