Still needed (1.8.4) and probably isn't getting fixed any time soon. Consider changing "supported_game_version" : "1.6.*", to "supported_game_version" : "", so it doesn't warn about incompatible mods ever again.

Well... the short answer is no.

The long answer is a bit more complicated:
The loc error itself was still not fixed by Paradox. But the thing is, that that part of the loc is actually not used in vanilla afaik.
But it could be used by the Auto-Expand mod if I change a bit how it works (for example if I would do some specific edits to possibly improve it).
So in theory it could be needed.

I will take a closer look again probably in the very near future and I assume that I will remove the dependency then.
But it's not doing anything "dangerous" so it's not super important in either case.
