Old World Blues's perk and doctrine school system needed some balancing. This mod fixes that.

It's a well known fact in the community that the perks and doctrine school introduced to Old World Blues in Update 3.4.11 are generally not well balanced. Most of the effects are pitifully weak, and most that aren't are instead too strong

The developers are aware of this and have responded to feedback on the Old World Blues Discord server by saying that they plan to change them in a later update. However, that might not happen till update 4.0 releases, so in other words not for months. This submod acts as a sort-of band-aid solution to make the perks better balanced and more rewarding and engaging for players until the team gets around to making their official changes

If the changes are small or don't fix the issues for the most part I'll update the mod, but if they're big and comprehensive this mod will likely either be made private by me or abandoned
