-AI prioritizes both perks and doctrine school significantly higher to compensate for the priority still being too low for them to use them till very late in the game
-All Perk platoon cost decreases and Doctrine School terrain and recovery rate buffs now also apply to their respective Elite Unit variants
-All Infantry Perks and Infantry Doctrine School terrain and recovery rate buffs now all also apply to Lawkeepers
-Army Perks xp gain changed from multiples of 2.0% to multiples of 3.0% (3.0%, 6.0%, 9.0%, 12.0%)

Changelog:
-Army Perks xp gain changed from all being 2.0% to multiples of 2.0%. So 2.0% for the 25xp perks, 4.0% for the 50xp perks, 6.0% for the 75xp perks, and 8.0% for the 100xp perks
-AI will now prioritize Perks more to compensate for their increased relevancy. Not like this will make them smart but an AI making bad decisions is better than an AI sitting on 300 xp and making no decisions.
-25xp Perks supply usage -0.05->-0.04, now also grant +2% defense. (Note that a -0.05 reduction is as much as 20% on some units, and you get 2 of these, so for 25xp each it was actually a little bit overtuned)
-50xp Perks organization 2->3, now also grant +2% breakthrough
-75xp Perks recovery rate +0.01->+0.02, now also grant +5% HP
-100xp Perks soft and hard attack +2%->+5%, now also grant air attack +8%
-Elite Units supply usage decreased +100%->+40%
-All Elite units gain +5 HP, except Elite Power Armor which gains +10 HP (was previously 5 less than normal PA)
-All Doctrine School Terrain bonuses +15%->+10% attack and defense on chosen terrain
-Recovery rate bonuses for Doctrine School’s terrain tree +0.02->+0.01, starting tech New Crossroads given +0.01 -recovery rate for the whole army
-Doctrine School Superior Firepower breakthrough, soft attack and hard attack +3%->+5%
-Doctrine School Bolstered Vanguard now also grants Special Forces Out of Supply Penalty -25%
