Dr. Ferrocene's Tilled Cloud Patch

The required patch files for making Cloud-colored Tilled Clouds. More precisely, it's the assets and patches to make a new .matmod type work. Note that this does not actually add any particular method of making this new tilled surface appear in game. It's just the materials. The applicator methods will come later.
