Give the avian oculemonade

Description
oops, most recent update crashed the game on launch, Fixed it though.
UPDATE: fixes some gramatical errors and adds some completion text.
Allows you to buy and give the avian oculemonade during the starter mission a can of oculemon. Gives you a reward bag if you give them one.

I play Starbound since beta, it has been some good, good years since I'd get sad every time I start a playthrough and couldn't give this lil guy an oculemonade.

I first started playing this game like a week ago, when I encountered this npc I went and bought the oculemonade thinking I could give it to him but the game wouldn't let me so I was super disappointed. Glad you made this an actual feature in the game!
