John Walker** He created a custom room. So there is the Staff Room and the Staff Restroom. The restroom is 1x1 instead of 4x4 and only requires a toilet. For anyone interested the mod still works.

What I was trying to deterime was whether it would make these higher priority toilets.
At the moment, I see guards walk from one staff room on the left side of the prison to my second staff room, on the right side of the prison in order to use the toilet. Both staff rooms have toilets, but they don't use the closest one. I will give it a try anyway so don't worry :)

@FX2K Compared to the usual staff room, the priority goes automatically (usually higher)
