A length of lead pipe for the scout as a bat. With a style that has barbed wire around the end.
If you want a throwable projectile with it I'd recommend a ball bearing.
It's simple, they could have picked it up on the battlefield, has a reputation as one of the best makeshift weapons out there and would fit the scout's character and the tf2verse.
By the way, here's a quick concept-art of that "Corporal Punishment" I told you about.[files.myfrogbag.com] I know you said it screams set piece but for the life of me I'm struggling to come up with a proper set for it.
I generally try to avoid the "strapped together" style of items cuz if its not done well and doesn't make sense, it appears too contrived and tacked on to be a good idea. Also, these tropes are generally relegated to the pyro and probably some on the engie. Nice attempt though and could be interesting for some people to make.
