These would be interesting. I will likely come back to modding when democracy 4 comes out. The most bothersome part for me is making the icons so I'll see what style 4 comes with.

I'd suggest a whole bunch of policies that allow theocracy to be implemented:

1. Religious paramilitaries
2. Religious police
3. Monastic subsidies and/or tax breaks
4. Serfdom to supply the churches with resources
5. Religious criminal code
6. Religion tests to vote/run for office
