I used Photoshop for the art, and then used Gimp to convert it to .dds
If you are retexturing, it really depends on what you are doing. Most of the time, just take the .dds files and load them into GIMP (a free image editor, also get the dds plugin from google :p), then make your alterations and put them back in the appropriate folder. If youa texturing new models, you need to learn to use nifskope, which is rough to learn x;.
