Also, only nords (or perhaps only humans, that would explain Tullius's existance, though it doesn't fit the lore. That means that Galerion, Ocato, Barenziah, and Erandil couldn't be there. Also, seeing as he served the Void, Lachance lives in the void. The Camorans, apart from being elves, may have lived in Oblivion after death.
Just a bit of a lore-break, i think.
Also, why Labrinthian? It has nothing to do with the dead, as the undead there are caused by the (Spoiler below)

hated how my nord barbarian from the first 4 didn't get a place in sovngarde >:(
The heros are people and the villans are the spirits from the Meridia quest (without the helmets(Lahance and the Fox are ghosts and not as aggressive as the rest of the villans))
I do like the idea though, I really do.
Oh, and are they statues, or interactable people, or ghosts? Do you have to fight the villains? I think my Brotherhood Listener might prefer to converse with LaChance and learn from him.
