I am working on a second mod called Better Clothes that will provide more rounded stats to clothes, as well as giving clothes item-specific enchants. Like fine clothes will give better speech, miners clothes will give better smithing, etc.

the garb is just the chestpice. the hood is called the Alik'r Hood and has no extra stats yet. it can be bought, for much cheaper, at Radiant Raiments as well.

when you juse the console, does it give you every piece or is the hammerfell garb just the chestpiece

It can be purchased at Raidiant Raiments in Solitude, or by typing *player.additem 0007bc19 1* into the console (minus the asterisks)
