Go left, look for the addons tab, in there look for the name of the addon, in this case its "wttiger2"

No, the wheels are not ragdolled, the suspension arms are. Use the track bones to adjust the track positions.

Where am I even supposed to get an M1A4 model?

The suspension is ragdolled, the tracks don't spin. That'd be pretty close to impossible to make. It'd be a physics nightmare
