Nop, and that's the point! Screen background color can be active even when it's turned off. Not the text (!)

This screen was made to advert our clan trading goods at PvE zones: you can place it everywhere and type smth on the screen by changing LCS's screen colors. The TV can be seen at space from about 3km.

Oh, this is a standart trading outpost at Omicron space. You can easily find it, i sure. Try to search "trading outpost" or smt. like that! :)
