Could try to merge mods together although would have to watch for the 200mb limit per mod.
Paks may offer more of a work-around solution.
If you are interested in expanding character levels and do not care about multiplayer, there is a mod that changes character level, I recommend taking a look at it.

Weapon Bug Fixes
- Fixed an issue with Fist weapons were not able to hit your target when dual wielding with a Sword, Axe or Mace
- Fixed an issue where Swords, Polearms and Fists were not able to be used with some Engineer skills
- Removed Staffs from some of Engineer Skills (Flame Hammer, Ember Hammer, and Ember Quake) since they are no longer 2H Melee weapons

Mod Changes
Part 2 no longer requires Part 1 to run
WARNING
If you remove Part1 from your Mod Load, any item between Levels 100 and 499 will vanish
Part 2 includes items 1-99 and 500-999
(Levels 1-99 are required to override the vanilla settings of items)
Item Changes
2H Throwing Axes
- Added a "homing" effect to the throwing axe effect (helps to counter weapon weakness)
- Shift is no longer needs to be held down to throw axe
- Weakness: Up close targets will be hard to hit
1H Throwing Axes
- Shift is no longer needs to be held down to throw axe
Staffs
- Shift is no longer needs to be held down to fire weapon
All Weapons
- Minimum Attack Range now equals Maximum Attack Range on all weapons
- This improves the ability of all weapons to be able to attack at their maximum range without needing to hold shift down
Shields
- Removed inherited block% bonus
The only way for Synergies items to disappear is for you to remove Synergies (unless we edited the same item). If I set up Part 2 to be able to run by itself, you would lose the items that are part of Part 1 only.
I can make a part1/part2 combo mod, but I can also make it so each mod can stand on it's own, but doing so for part 2 will cause lower level items to vanish since part 2 only contains higher leveled items.
