AFT amzing follower tweak said there was a problem with pavio when I made him a follower Pavio is fun to have around hope you get bugs worked out soon

I loaded up the mod list, no apparent conflicts. Brand new game, first time I entered Whiterun, went into Dragonsreach castle to speak with the Jarl. Kai, one of your followers right there at the entrance, this is how she behaved. I've tried reloading, loading from earlier saves and going straight to her with the same results. I'm not sure it's the game with a fresh character even with just your mod loaded.

These followers don't do anything. The only dialogue option with them, at any given point ever, is "Follow me - I need your help". Assuming they even respond, they don't follow you, they just stand there and stay in their load zone when you exit to another.

Put a guard follower from each major city
