well since the dawnguard became well known again and there was a war going on it kinda makes since that imperials and stormcloaks would get there hands on them becuase there so much or develop there own becuase of how effective they are. Bandits would get them from well looting dead bodies and then duplicating it. It was a dawnguard thing before they were well known and everything. So it is immersive.

also one error for the mod's thing, is that crossbows were a dawnguard thing which durak says when you first go up to dawnguard castle, just to say...

I always hated that the crossbows were only used by the dawngaurd. Thank you! ♥
