Yes, you are right. It does unlock each and every character. That seems to be a side-effect and I can't do anything about it.
BUT:
I don't think there is anything to worry about. Every unlocked character will be LOCKED again as soon as you DISABLE this mod, reverting you to the progress as before. If you want to cheat by unlocking all the characters prematurely, go for it. I have no idea if completon marks will be correctly applied to characters that have been unlocked using this methode, so beware.
For players who have already unlockde all characters, this mod will work exactly as intended.

I also can not imagine it doing such thing, because I merely edited the character to hold one more starting item.
At least for me it did.

I have just updated the mod. Apparently Repentance does not allow mods as of this moment, so I could not test it. Might have broken it completely even!
Anyways, I read somewhere they will enable mods in about a week again probably. So lets just see what happens, I keep you up to date here.
Otherwise it will only work for a few weeks again.
