From the technical point of view, Gula's model is not 1:1 scale and doesn't respect actual dimensions of the key parts; such as antenna section, height of the rooftop and skypod. Those parts are offscaled if you check actual photos of the CN Tower. He didn't model observation deck either and the base is simplified to keep the scale small in the game.
I'm not going to mention in-game properties such as tourist attraction, entertainment redius,level differences, prerequisites etc.
I thought the difference would be clear as day/night even w/o comparison shots, but anyway, you make your own conclusion with the pictures now.
Try to unscribe, check on content manager to make sure you're not subscribed, then resubscribe.
Meanwhile, I checked tower asset and it fits within the tiles, so I will assume it's the camera mod's thing. I also checked how it behaves in the game and I could zoom in next to observation deck without issues.
PS: I noticed your message regarding to more buildings; expect more assets from Toronto in future :)
