@ Sick, go to your turrets and turn off the setting --- target neutrals--- then place the building.

everytime i put this down next to an already existing building that has turrets , the turrets lock on the Refinery , and i don't know why.

You could build things like this of various types like this factory one, living quarters, medical, etc in even squares and make them modular.
