i'll try to install the game and download the mod as soon as i can to take a look but it might take some time , between the kids , work and the corona virus craze i just don't have the time
This mod hasn't changed since 2017 so one of a number of things happened
Either there was an update to the game that changed something (i really doubt it)
Or there is another mod touching the same files as this mod
See in this game you don't actually mod , unlike so many others , you just tweak the values in the XMLs
now if two mods change the same values in the same XML there will be a collision and this might break your game
i for one dont hate the game, its ok , it has its flaws
But i remember playing MOO2 when it was new (95 i think it was)
and this game doesn't give me the same thrill
so i understand why some people dont like it
i wish they would have made it a little more open for modders instead of just giving us a few dozen files to tweak (because you cant really change the core game with this files)
the problem with modding this game unlike say Stellaris or warband
is that the dev have a lot of things hard coded
now i admit i havn't looked but im going to wager a guess that its hard coded
this game is more psudo modable
heck i cant even create another battle pods module because the game is hard coded to only look for a specific string and it cant appear on two different modules
so you can change battle pods but you cant add more diversity for different races
As i said , its all about choice if someone feel more fun to play as a super race conquering everyone and bending the galaxy to their will

The AI does not create cutsom races , so no
You create a custom race in order to change this values

funny , but its all about the options if you want to play as a little better then the AI this mods gives you that ability
Without the 200 perk points you can only choose a handful of improvments so its not that easy

well first if you scroll all the way to the top you will see a tab called "Guides"
There is a "Modding basics" guide someone already wrote ( i found it after the fact but modding in this game is fairly easy)
second
all i did was go to the moo directory and into the modding folder and looked at RacialPerks.yaml
i looked at the different perks and then i just added a new key with the displayName: "+500%"
i tried posting an example but it seems like im not allowed that many characters
When you finish changing the file
place it in USERNAME\Documents\Master of Orion\Mods\MODENAME\
and it should be available locally to you
If you want to upload it you will also need a thumbnail
the mod guide should cover that

the mod must have been running from my local folder even though i thought i disabled it
im uploading a fix and a few imporvments

make sure it works
and then start adding mods back to see which one clashes with this one
then choose which one you like better
p.s im currently using this mod myself (downloaded from steam not localy) so it works
its just a matter of which other mod changes things
is there any other mode that changes the racial perks file ?
