The 1.5.1 beta patch fixes the issue with making single parameter changes to the Defines.txt.

Since Paradox changed the defines.lua into a .txt file, single parameter changes aren't really possible anymore without changing the entire defines file, thus killing all mod compatibility between mods that use the defines (which is probably the majority of them). Until Paradox fixes this, it is probably not viable to edit the entire defines file for only 1 line of code, with all the issues it would add. Sorry about that, but this change in 1.5 is a huge issue for the modding community at large. =/

Averax has an identical mod (No Outpost Influence Maintenance, first published in May).
In the discussion for that mod, users have found that AI empires aren't expanding if outpost influence cost was set = 0, but they -did- expand if it was set to a minimal amount (.01 cited as valid/working).

My question: have you seen this behavior with your mod? Does this work with 1.4?
