i think the stats could be
:primary weapon slot
+ charge rate(don't care what the rate is)
+drain health from enimies with primary fire button, secondary heals self. (contributes to uber)
-cannot heal team mates
i both like and don't like this idea because the kev. makes a medic have to get really close to the the target, and it i would imagin that it would take a long(ish) time to make a kill with some of the tougher classes.

Übercharge type (Revive Teammates)
+ Reviving a teammate overheals them to max 200 health
+ Can Get Ubercharge from draining health from enemies
+ 35% Charge rate
- 40% slower healing rate
- 20% slower movespeed wen healing
- has to drain all Übercharge to revive a teammate
+20% charge rate
+Can Drain Health from enemies for uber
-No Primary

And an idea about the design -- it seems like a more "sinister" weapon...so maybe make it a little more crooked looking, or something of the sort? That way, going with the TF2 silhouettes paradigm, the enemy will know they're looking at a sinister weapon and correlate it with the Kevorkian right away.
