I don't know why, but the new button for "drain sector stockpile" is declared in the "technology_view.gfx", which will be replaced by this mod (and the fix).

If anything, it'd be a slight buff to Tallented/Inderect Democracy in the sense that those benefits don't disappear after your leaders have been at lv 5 for long enough for other empires to catch up.

also provides increasing skill lvl maximum to 10. Can I use this mod as a part of mine? With all proper credits, of course.
Cause I simply don't see any other way to make everything look this elegant.
Poorly explained? It literally just raises the leader skill level cap. That's it.
The XP requirements for gaining levels have not been touched: The same exponential xp requirements apply, and work past skill 5. Add to that the fact that it applies to all empires in the game, and the practical "balance" effect is that long-lived species reach skill 6 or 7 instead of hanging out at rank 5 for the later half of their life. I think you're worrying a fair bit more about it's effect on game balance than you need to.
Either way, it was a mod that a lot of people used and a fair few were asking for an update to, so here it is.
For instance, has game balance been considered AT ALL, based on the possibility of species starting with lifespan-lenthening Traits?
I like the idea of a slightly higher skill cap than 5, but I think it needs to be done right, with great attention to detail and overall game balance.
