Because the Teutonic Knights wiped out the prussian culture when they crusaded the baltics which was before the kingdom of prussia existed so instead of prussians being prussian they were now german.
That would be cool, but a little game breaking for so early. I mean creating such a centralized state at any time in CK2 would be devistatingly powerful. Perhapse, instead of the whole German Empire, it could simply the NGF (North German Federation).
The Empire of Germania can only be formed from the 769 start date. When Charlegmagne de facto created the HRE it made the Empire of Germania title forfeit and removed it from the map, replacing it with the HRE's de jure territory. So you have to create the title before Charlemagne created the HRE, i.e before the 867 start date and in 769 one.
@Craniasaurus Rex III Well yes a German Catholic King can form the kingdom of Prussia, however they have to first be independant. (At least that is how I read it when cheking the formation description.) If you are a duke that owns both Brandenburg and Prussia under an Emperor title character, then you can also form Prussia.
My own question, why is it only German culture? In EU4 you can be Saxon, Pommeranian, or Prussian. Obviously since Germanic Prussian doesn't exist in CK2 it makes sense for it to be just purely German. However both Saxon and Pommeranian exist, so why not add them to the possible culture choices?
I started as Pruthenia in 769. It is now 821. My culture is Prussian and religion is Catholic. I possess Brandenburg but not Altmark. Brandenburg is also Catholic. To keep my expanding terrain under one ruler, I felt I had to hoose to become the King of Poland. My son is my heir High Chief of Lesser Poland. I annexed Pomerania and Silesia over several wars and subjugated Greater Poland. While not all provinces are Prussian or Catholic, they are slowly converting or being converted.
What must I do to get the mod to fire so that I may become King of Prussia?
(Only somewhat related, via the ~ window, I tested the give_title e_germany_prussia <character id> and that formed the Empire but not the kingdom. I also tested give_title k_germany_prussia but that did not work.)

Will it work starting in 769?
(I started as Pruthenia. In 802, I took Brandenburg, made it a Duchy, and the event didn't fire. What am I doing wrong?)

And I will post a screen shot as soon as possible. I'm occupied with testing right now.
