-"Alter" means to change, "Altar" is a structure upon which religious offerings are made. You keep using the two interchangably, and it is misspelled ingame.
-The Xebecs are not upgradable to frigates. Which is a huge drawback as you often can't afford to build up a large navy twice.

There's a backstory to the Sea Focus in the Civilopedia. But I like your theory too.
