809226628 It's just turning the functions on. Otherwise it's just a normal Walking Stick. Text will appear on screen telling you that it's "on" after you press "T" (after it's in your inventory, of course).

@Qrow i believe the cane in this mod just modifies the existing crane in game already which, if i remember correctly, you get from the special toolstation from the caves.
