No, this doesn't replace the Smithsonian. Here's what happens: Both EE and ExCE add the Smith. However, ExCE overwrites the EE wonder effect with its own. Because I liked the wonder effect of the EE Smith, but also wanted it to co-exsist with the ExCE Smith, I made this wonder that adds back in, essentially, the EE Smithsonian. The only difference is the required tech.
