Deity12: Not entirely sure how to interpret your question so I'll answer it both ways: Yes you can hit with your teleport, going where you indicate, and yes you can take damage from a poetry recital and being ejected from the airlock(5 existential for the poetry, 5 asphyxiative for the involuntary space walk).

The bug with cooldowns is caused by the 1.1.1 patch and is going to be fixed by the 1.1.2 patch, in the meantime there are hotfixes that fix it available here: http://community.gaslampgames.com/threads/the-current-bugs-thread.4118/

the first time i use "stick out your thumb" in each game the cooldown gets stuck at one turn longer than its listed CD, and never decreases. saving and re-entering the game fixes it (seemingly permanently, but ive only been playing it an hour -ish).

Noticed a bug with a few modded skill trees of getting the cool down stuck leaving you stranded in a locked room or island. Removing the skill from the hotbar and adding back seemed to fix it.

Galactic Express Way is fixed to the four cardinal directions, and might not trigger if you don't have your mouse pointer somewhere in a straight line from your character.
